LIBRARY REGULATIONS
Article 1. Library membership
Undergraduate and Graduate students, PhD students, researchers, lecturers and staff of the Ho Chi Minh University of Banking and other individuals who need to use the library according to the Library Law (referred to as library patrons).
Article 2. Opening hours
Opening from Monday to Saturday
The library collection area (1st floor, 2nd floor)
- Morning: 7:30 AM – 11:30 AM
- Afternoon: 1:30 PM – 5:00 PM
Self-study area located on the Ground floor and Mezzanine floor 7:30 AM to 5:00 PM

The library grants access to the electronic library account.

Notes:
- Check-out time depends on the library's operating hours.
- Circulating books are labeled with spine codes (1), (2) and (CIC). Reference materials (TK), dictionaries, graduation theses, scientific research papers, newspapers, magazines, and multimedia resources are for on-site use only.

Article 4. Responsibilities of Patrons
1. Please present your graduate and undergraduate student card, PhD student card, or official ID upon entering the library.
2. Please do not lend your card or use someone else's card when using the library.
3. Smoking, eating, and bringing flammable or explosive materials into the library are strictly prohibited.
4. Please walk quietly and speak softly. Do not make a phone call in the library to avoid disturbing others.
5. Do not move or damage library facilities. Compensation will be required for any loss or damage.
6. To preserve the library's environment and aesthetic: Users must dress appropriately, avoid marking on furniture, and refrain from lying down or placing feet on tables or chairs.
7. When printing or duplicating materials, patrons must comply with intellectual property laws, protect state secrets, and adhere to all other applicable legal regulations.
8. Please do not mark, alter, deface, fold, spill liquids on, or otherwise damage library materials.
9. Students and staff must fulfill all obligations to the Center of Information – Library (CIL) before completing their studies, graduating, taking a leave of absence, or resigning from the institution.
10. Following all directions given by the librarian.
Article 5. Rights of Patrons
1. The library will grant you a library account after you complete the enrollment or registration procedures so that you can use library services.
2. Access and use information resources and library facilities in accordance with library regulations.
3. A variety of library services are available, including:
a) In-library use;
b) Check out;
c) Accessing the digital library;
d) Suggestion for library collection;
e) Reference and information services;
f) Showcase of library collections;
g) Other services.
4. Receive guidance to use the library and regulations, as well as support and consultation in searching for, selecting, accessing, and effectively using information resources.
5. Do not hesitate to share your comments on the librarian attitude.
Article 6. Regulations upon entering the library collection area (1st floor, 2nd floor)
1. You may bring only notebooks, note-taking materials, laptops, and unbound documents into the library collection area.
2. Before entering the library collection area, please place bags and personal belongings in the library’s lockers. You are responsible for your belongings. The Center of Information - Library is not liable for any loss. Kindly return the locker key before leaving.
3. Please return all on-site reading materials to their designated location after use.
4. Patrons are requested to finish checking out or returning items at least 10 minutes before closing time to allow staff to wrap up end-of-day tasks (as signaled by a bell or announcement).
5. Patrons must carefully inspect all materials before checking them out. If any damage is found, such as torn pages, stains, or markings, please notify library staff immediately. Failure to report existing damage before leaving the book storage area will result in the patron being held responsible for any issues identified upon return and subject to penalties in accordance with library regulations.
Article 7. Regulations for using on the Digital Library
1. Please keep your assigned account and password private. They are for your individual use only and should not be shared or used by others.
2. The Center of Information – Library provides access to electronic resources in accordance with intellectual property laws and the licensing terms of each subscribed database. Patrons are expected to comply with these conditions.
3. Patrons must not employ any software or automated tools to systematically download content from library databases for any purpose.
Article 8. Violation and Penalty regulations
1. Patrons who return books late, lose, or damage materials will be subject to violations as follows:

- Fine: 5,000 VND per item per day (capped at 150,000 VND per item).
- The library may waive the fine in cases of unintentional overdue caused by force majeure under civil law.

The act of soiling, staining, or inscribing (including writing or drawing) on ten or more pages of any library material, as well as tearing out or causing the loss of one or more leaves (pages), shall be considered a serious violation of library regulations.

- Replacement cost: Twice the original cover price + any applicable overdue fines.
- If a lost or damaged item is replaced, it must be with the same edition or a newer edition of the borrowed item + any applicable overdue fines.

If a library item is soiled, stained, or marked (including writing or drawing) on fewer than ten pages, but remains usable, the book may continue to circulate.

Replacement cost based on page count and book type:
- Vietnamese language books (size 13×19 cm): 1,500 VND per page.
- Vietnamese language books (size 20×25 cm): 2,000 VND per page.
- Foreign language books (size 13×19 cm): 3,000 VND per page.
- Foreign language books (size 20×25 cm): 5,000 VND per page.

Lost item
|
- Replacement cost: Twice the original cover price + any applicable overdue fines.
- If a lost or damaged item is replaced, it must be with the same edition or a newer edition of the borrowed item + any applicable overdue fines.

If a lost library item does not have a listed price and cannot be purchased on the market, the replacement cost will be determined by the library.

Replacement cost based on page count and book type:
- Vietnamese language books (size 13×19 cm): 1,500 VND per page.
- Vietnamese language books (size 20×25 cm): 2,000 VND per page.
- Foreign language books (size 13×19 cm): 3,000 VND per page.
- Foreign language books (size 20×25 cm): 5,000 VND per page.

If the document has torn pages or a damaged cover but can still be repaired.

- Vietnamese language books (size 13×19 cm): 20,000 VND per item.
- Vietnamese language books (size 20×25 cm): 25,000 VND per item.
- Foreign language hardcover books (size 13×19 cm): 30,000 VND per item.
- Foreign language hardcover books (size 20×25 cm): 35,000 VND per item.

2. Taking out library materials without proper check-out procedures or without prior authorization from library staff shall be subject to a violation report and a fine equivalent to twice the cover price.
3. The use of another person's library card or identification to access library services, if detected, will result in an incident report being filed by the Center of Information – Library and a formal notification being forwarded to the Center for Student Affairs and Corporate Relations units for disciplinary action, which may include a deduction in conduct score.
4. Failure to return, loss of, or damage to locker keys or locks upon leaving the library will result in a fine of 50,000 VND per incident.
5. In cases of damage to library equipment, the Center of Information - Library will collaborate with relevant departments to evaluate the situation and determine appropriate compensation on a case-by-case basis.
6. In cases of serious violations, depending on the specific circumstances, the Board of Directors of the Center of Information – Library shall collaborate with the Center for Student Affairs and Corporate Relations and the Department of Personnel Affairs to address the matter or escalate it to the Rector for further consideration and resolution in accordance with current legal regulations.
7. Patrons are required to settle all outstanding fines in cash through the Department of Finance and Accounting.
